Generally speaking, you usually cannot convert or transform one vendor-specific digital raw format to another unless it is very specific. Thus, it does not seem possible to convert Sony .arw files to Panasonic Lumix .rw2 files.
What you can do however, is to use some exchange format like DNG so you can use the raw files in different programs.

Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it is not possible because incompatibility between programs, caused by closed file formats, very limited support etc.
