Unfortunately, we do not know about any program that could be used for the purposes of aspx to html conversion. Nevertheless, you can save the web page generated from ASPX script as a HTML page using the "Save page as..." function in any of the web browsers currently available. That will however save a static web page in the state it was, when it was opened in the web browser.
Unfortunately, there is no detailed software record in the database for this conversion.
