It seems that some programs, such as IZArc allows users to repack any compressed archive (such as .b64) to a .bin file that is suitable for burning on a physical media (CD/DVD) or to be used in a virtual drive system (Deamon Tools for example). This is pretty much the only b64 to bin conversion we know of.
