BAT files can be used for many things, but rarely for file conversions. These are usually small text files that contain simple instructions/commands to execute in specific order. You can make new .bat files based on your needs (you can find many tutorials about this all over the internet), but file conversion, such as bat to sql conversion, are extremely unlikely.
But perhaps there is some specific purpose for such conversion and if you struggle with it, it might be best to reach out to the online SQL community with your issue.
