Both .cer and .let files are projects from Creatacard software, albeit from different kind of content. While it might be possible to export some parts of the projects (like graphics objects) between the two, a direct conversion is unlikely. Of course if you face some particular issue with either of these files, perhaps it would be best to contact their support.
