A cit to dgn conversion seems to be related to attempts of recovery of engineering data from Intergraph .cit files and save them to Microstation drawing (.dgn) files. Unfortunately, support for import of CIT format is somewhat limited, which means only handful of programs will be capable of cit conversion of any kind.
