You can of course import .csv data files to Microsoft Access and use them in a new or already existing one database (.mdb in older version). But if you want to build a new template (.mdt in older versions), you actually do not need to have any data at all, just create it in MS Access. No csv to mdt conversion is required for that.

CSV
Files with csv extension are text data files in common Comma Separated Value file format. Simple text file with values divided by comma, often used as an import/export format.
MDT
Files with mdt extension can be found as older templates for some of the earlier version of Microsoft Access, prior version 2007.
