It is not possible to actually convert .cue file to any other virtual image format. That is because .cue is just a text file with tracks data that typically accompanies a .bin file which was the actual disk image. You will need both for a proper conversion, or at least the .bin file. A lone .cue file is useless and no cue to vcd conversion is possible without the associated disc image format.
This conversion entry was verified by us and conversion from cue to vcd was flagged as wrong or not possible.
Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it is not possible because incompatibility between programs, caused by closed file formats, very limited support etc.
