Typically, digital negatives (.dgn) are export to some compressed image format like JPEG or TIFF and not to vendor specific raw formats. In most cases it impossible to recreate the original raw (such as .arw from Sony) and thus this dng to arw conversion is highly unlikely.

Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it is not possible because incompatibility between programs, caused by closed file formats, very limited support etc.
