The only ddp to dpa conversion that makes sense would be use of .dpp drawings from Serif DrawPlus for making DrawPlus 2D animations that are saved as .dpa files. Unfortunately, the software was discontinued in 2015, so you would have to either own copy of it or obtain it somewhere. It is unlikely any other software can help you with this.
