Although both DWG and LCF file types are used by AutoCAD, it is unlikely they could be somewhat converted between each other.
Another type of dwg to lcf conversion might be related to import of DWG objects to ArchiCAD and saving them in the library (.lcf file), something that you can do with the program via the Library Manager (add button).

DWG
A dwg file extension is used for standard CAD file format, originally used by AutoCAD. A DWG is a proprietary format and can only be created in AutoCAD. Other CAD programs can usually import it but not create its proprietary form. Because of this, DWGs are often exported to DXF interchange format so that they can be seamlessly used in other CAD programs.
A dwg file extension is related to the BravoDRAFT an old CAD tool. A dwg file stores CAD drawing. It is not compatible with AutoCAD DWG format.
LCF
Files with lcf file extension can be most often encountered as animation files captured using the LICEcap screen capture software.
Files with lcf file extension can be also found as library container files from ArchiCAD architecture design software.
