Many CAD and 3D modeling programs support both DWG and PART formats and thus can transform CAD drawings saved in .dwg files to various 3D Parts (.part) files, which is what more or less is what dwg to part conversion represents.
Any of the programs listed below should allow you to directly convert dwg to part, or at least offer tools how you can manage this transformation.

DWG
Files with dwg extension are used for the original CAD format originally introduced in Autodesk AutoCAD. The latest version of DWG format is usuaually proprietary and can only be created in AutoCAD. Other CAD programs can usually import it but not create its proprietary form. Because of this, DWGs are often exported to DXF interchange format so that they can be seamlessly used in other CAD programs.
A dwg file extension is related to the BravoDRAFT an old CAD tool. A dwg file stores CAD drawing. It is not compatible with AutoCAD DWG format.
PART
Files with part extension are almost always partially downloaded files from internet. When the download is complete, the original extension is restored. Generally, until the download is finished, no data can be recovered from .part files.
Files with .part file extension can be mainly found as various parts/models designed and made with programs like Pro/Engineer or its successor Creo Elements/Pro.
