Possible software with support for converting of dwl files to dxf file format.
It is not possible to convert Autodesk .dwl files to any other CAD file (for example .dxf) simply because .dwl file is just lock file, it is generated automatically when CAD file is opened to prevent changes in case someone opened the same file. This means there is nothing to convert here and these files should actually have been deleted automatically.

DWL
Files with dwl extension can be typically found as lock files generated for drawings databases opened in AutoCAD CAD/CAM software from Autodesk.
DXF
Files with dxf file suffix can be typically found as 2D CAD drawings saved in the Drawing Exchange Format, a common format for exchange of engineering drawings.
Files with dxf extension were associated with Micrografx Picture Publisher. Now this project is discontinued.
