Programs used to perform the conversion from dxf file to mdl format.
The only dxf to mdl conversion that makes sense would be attempts to create .mdl models for old Microsoft Flight Simulator from DXF sources, something that is likely doable. In the past users could use special utilities like G-Max to produce such models and even Microsoft once provided a tool that was used to convert dxf to mdl. More information can most likely be found on various MS Flight Simulator fan sites.
But considering the amount of different file types that use mdl file suffix, it might be very well possible that conversion between dxf to mdl of another type exits.
