Find a software converter able to convert emp files to drw files.
The only conversion that would make sense is some sort of export (and saving) of vector data (.drw) from Pro/Engineer data files (.drw). It appears that this was possible with the older Pro/Engineer and perhaps may be still possible using it successor product Creo Elements/Pro.
Unfortunately, there is no detailed software record in the database for this conversion.
