Unfortunately, we do not know about any particular enc to png conversion, beyond the simple fact that it is likely export to PNG graphics. Dozens different .enc file types exists, so perhaps at least one of these can be exported to PNG format.
It might also be related to ransomware attacks, that encrypt and rename files on users disk and these users are then searching for a way how to recover these files. Cryptorium was one of these ransomware, but it seems it was just case of changing file extension and not encryption and this case renaming enc suffix back to png should do the trick.
