FreeCAD drawings (.fcstd) can be exported by the program to all kinds of other 3D data, including ISO STEP product data files (.stp, .step). Unfortunately, except for FreeCAD, we have no information about any other program capable of direct fcstd to step conversion.

FCSTD
Files with fcstd extension are CAD drawings from FreeCAD, a parametric 3D modeling software for Windows, Mac, Linux. An fcstd file stores drawing.
STEP
Files with step extension are quite often found as 3D model / part files saved in STEP (Standard for the Exchange of Product Data) format.
