It looks like that both .fmt and .sc2 files come from old Schedule+ software from Microsoft, so if any kind of fmt to sc2 conversion was possible, it would have been done with that software. Unfortunately, due to the fact this software was discontinued for almost over two decades ago, it might be impossible to do with modern software. If you for some reason need such export, you will have to install old Windows in virtual machine or old hardware.
