Find a software converter able to convert fpc files to jpeg files.
It is likely that fpc to jpeg conversion is searched for options how to export FreePCB's printed circuit board design files (.fpc) as JPEG, but that is unlikely to done as file conversion, especially since this file type is text based. You have to visualize it in the software and export it - if that is doable.
FreePCB's guide does not mention anything related to JPEG format, or any other graphics format for that matter. It does offer export to PDF though, which might offer a viable alternative how to produce picture from the design.
