Gerber files, i.e. technical drawings of printed circuit boards (PCB) can be typically saved to other gerber formats, CAD format as well as exported to plain images for publishing / sharing purposes, which means gerber to dwg conversion should be doable. This can be usually done with some sort of default export function in a program that works with such gerber files.

GERBER
Files with gerber extension can be found as saved printed circuit designs used in various programs from PCB industry.
DWG
A dwg file extension is used for common CAD file format, originally used by AutoCAD. A DWG is a proprietary format and can only be created in AutoCAD. Other CAD programs can usually import it, but not create its proprietary form. It's because of this, that DWGs are often exported to DXF interchange format, so they can be seamlessly used in other CAD programs.
