gzip to tgz conversion merely represents repacking of compressed archives between two different archive formats, both that are typically used in Linux/Unix system. The most obvious choice for such export is Gzip utility for Linux/Unix, but many file archivers for Windows also support TAR formats, just might use different file extension for these archives, such as tar.gz for example.
