As far as we know, the only hpgl to dwgconversion that would make remotely sense is export of vector data from HP plot files (.hpgl) and save them in AutoCAD DWG format, something that may be possible using certain CAD programs that allow import of HPGL format.

HPGL
Files with hpgl suffix can be generally found as plotter vector graphics in Hewlett Packagard Graphic Language format.
DWG
A dwg file extension is used for standard CAD file format, originally used by AutoCAD. A DWG is a proprietary format and can only be created in AutoCAD. Other CAD programs can usually import it but not create its proprietary form. Because of this, DWGs are often exported to DXF interchange format so that they can be seamlessly used in other CAD programs.
