It actually is not possible to directly convert html to exe with some kind of conversion utility no matter the advertisement. What however is possible is to compile the .html file as .exe file, which usually opens HTML page in embedded browser. Still dependent on Explorer/Edge. Microsoft once provided utility capable of this "html to exe conversion", but this was during Windows XP peak, years back.
Unfortunately, there is no detailed software record in the database for this conversion.

HTML
Files with html file extension are web pages and documents written in the most common scripting language for internet - the Hypertext Markup Language.
EXE
An exe file extension is traditionally used for main executable files since the times of MS-DOS. It was adopted for executables in Windows as well. Executables are files that launch programs.
Files with exe file extension can also be found as special self-extracting compress archives. They are basically archives with a small executable program added so the end-user does not require any software to decompress it. Can be password protected.
Files with exe extension might also be slide shows exported from Canvas X software. Standalone, self-running app that contains the slideshow.
