Check out some options how html files might be converted to lqm format.
You cannot directly import HTML file (.htm, .html) to LG QuickMemo app and save it as a new memo (.lqm). However, you can open the .html file in a web browser and manually copy the text to the memo, or make a screenshot of the whole page which can be attached as a picture.
As far as we know, no html to lqm converter exists, so this is likely the only way to achieve this conversion.
Unfortunately, there is no detailed software record in the database for this conversion.

HTML
Files with html file extension are web pages and documents written in the most common scripting language for internet - the Hypertext Markup Language.
LQM
Files with lqm extension are in most cases memo notes saved in the LG's Quick Memo app which is available for Optimus UI and LG UX interfaces.
Files with lqm extension are mainly related to the Liquid Audio software and used for its master data files.
