j2k to dwg conversion is probably just a variant of jpg to dwg conversion, with the main difference that .j2k are in JPEG2000 format instead standard JPG. This is usually a case of trying to turn picture of some logo or shape to DWG/vector format, which is done through tracing function. Sometimes bitmap pictures can be also imported as objects to vector graphics projects / CAD projects.

DWG
A dwg file extension is used for standard CAD file format, originally used by AutoCAD. A DWG is a proprietary format and can only be created in AutoCAD. Other CAD programs can usually import it but not create its proprietary form. Because of this, DWGs are often exported to DXF interchange format so that they can be seamlessly used in other CAD programs.
