JGZ files are JavaScripts packaged using gzip algorithm, having just unique extension to make them easily distinguished from the rest. You do not need to convert jgz to gzip, you might as well just rename the extension and that's it.
Any file archiver that supports GZIP format can extract these files, regardless of the actual file extension anyway.
