CorelDRAW supports JPG format and you can import it to the program as an object or transform bitmap image into vectors and thus possibly also create templates from it (.cdt).
If you want to transform and convert bitmap jpg graphic to Corel vector graphics there is a special function in Corel Draw called Corel Power Trace which can be used to convert bitmap graphics to vector. This function is accessible through the Raster ► Convert to Raster menu option when you have selected the object (imported JPG image).
In previous versions of CorelDRAW Graphics Suite it was standalone application called Corel Power Trace. In newer versions it is integrated into CorelDRAW program as a function.
Because the Corel CDT format is not that supported in 3rd party programs, there is probably no other software that could perform simple JPG to CDT conversion or do not work with all or newer CDT file format versions.
