CorelDRAW graphics suite supports JPEG image format (.jpg) and you can import it to the program as an graphic object or transform bitmap jpg image into vectors.
If you want to transform and convert raster graphic to vector graphics, you can find a special function in Corel Draw called Corel Power Trace, which can be used to convert bitmap graphics to vector and thus saved as CDR format.
This function is accessible through the Raster ► Convert to Raster menu option when you have selected the object (imported .jpg image). In previous versions of CorelDRAW Graphics Suite it was a standalone application called Corel Power Trace, but in newer versions it was integrated into CorelDRAW program as a function.
CorelDRAW is not available for macOS platform, so if you do not have access desktop PC with Windows you would need to install it in virtual machine - probably not the cheapest solution.
