It appears that jpg to cvs conversion is related to attempts of importing JPEG pictures to Canvas illustration software so a .cvs file (graphics) can be produced. You can import .jpg files to Canvas, but it will be either placed as painted object or you can chose to to import a low-resolution proxy of an image which will be linked to the original image.
Unfortunately, there is no detailed software record in the database for this conversion.

A cvs file extension is related to the CVS and VMS sound (continuous variable slope).
Files with cvs extension might also be very old graphics files from Canvas 3/3.5 and Artworks software.
