Find a software converter able to convert jpg files to pages files.
You cannot exactly convert a random image (for example .jpg files) to (iWorks) Pages documents, BUT you can import the picture as an object to the document. This however, can be done only in the original Pages word processor. This is also what most online converters that advertise jpg to pages conversion do, put the image in empty document.
Unfortunately, there is no detailed software record in the database for this conversion.

PAGES
pages file extension is used for default document format of Pages, a word processor and page layout program from Apple. No other program can open the .pages files, but Pages is able to export its documents to some other formats, such as PDF or Microsoft Word's .docx.
Files with pages file extension can be also encountered as game data from games based on the id Tech 6 engine, for example the remake Doom video game.
