Check out some options how mp4 files might be converted to nbs format.
Direct mp4 to nbs conversion is not possible, but you can create Minecraft audio blocks (.nbs) from MIDI audio just fine. So you just have to convert your .mp4 files to MIDI format, before you will be able to create NBS files from it.
Unfortunately, there is no detailed software record in the database for this conversion.

MP4
An mp4 file extension is typically used for MPEG-4 multimedia files defined by ISO 14496-1 standard. Commonly used for video and movie files and supported by vast number of media players.
NBS
Files with nbs file extension may be found as backup settings for NTI Backup Now backup (*.nbf).
Files with nbs file extension are commonly used by Minecraft Note Block Studio audio format.
An nrb file extension is associated with the Nero Burning ROM and used for its SecurDisc compilations.
