The only otc to doc conversion that makes sense, would be import of OpenDocument chart templates (.otc) so these can be used in Microsoft Word documents (.doc, .docx). Your best option for this would be to use tools that work with OpenDocument formats, which should include OpenOffice/LibreOffice or similar.
