The only p7 to cgm conversion that makes sense, would be export between two graphics files, to be precise from XV Visual Schnauzer bitmap format (.p7) to Computer graphics metafile (.cgm) files. Such export or conversion should be possible with some dedicated graphics converters, like ImageMagick that supports both these file types.
