You most likely won't find a converter capable of direct PDF to CBR conversion, i.e., exporting a PDF document to a ComicBook archive (.cbr). However, you can achieve this with a little workaround if you really need it.
First, you will need to export the PDF document so that each page is saved as a .jpg picture. After that, rename picture files to a numbered sequence (001, 002, 003, etc.) and pack them using RAR format. Finally, rename the suffix from rar to cbr, and you will have your ComicBook archive.

CBR
Files with cbr file extension is used for a popular comic e-book format. CBR is basically a rar file that contains several images (usually JPGs) that can opened in comic books viewer as a sequence of screens.
