This conversion in most cases represents recovering of structured data exported as PDF document (for example spreadsheet) and saving it in a Comma Separated Value format (.csv). You can find many websites that seem to offer this conversion, but the results are usually crap.
A better solution would be to use MS Office, open the .pdf in Microsoft Word and then copy the data to Excel. You will have to do some manual editing to adjust the data before you can save it in CSV format, but it should be doable.
