You can certainly find tools that can read and process music notations from PDF files that were exported from one of the many music notation software. Once this is done, the next step would be to export the recovered notation to MusicXml format. Unfortunately, we do not know about any software that can do this directly, so you will have to use tools like ScanScore first, before you can export it as Musicxml (.mxl) file. Will require manual editing though as recovery from PDF is usually not without errors.
