Software that can be used for conversion of pdf file type to sxe format.
It is certainly possible to export SXE files as PDF documents, but to recover the ProfiCAD document back from PDF file is completely different story. Unless ProfiCAD offer option to recover data from PDF files, you will have to manually recreate the drawing again. Such pdf to exe conversion is most likely a job for an expert or some freelancer.

A pdf file extension is mainly used for Adobe Portable document format, commonly referred to as PDF. All programs that create some sort of documents or projects offer the possibility to export their format to PDF format. A free PDF viewer (Adobe Reader) is available for download from Adobe website.
Rarely, files with pdf file extension might also be found as preferences definition files for ArcView program.
SXE
Files with sxe extension can be most notably found as documents from ProfiCAD CAD tools.
