Although export of Paint.NET pictures (.pdn) to SVG is most likely doable, it doesn't make much sense considering the software works mostly with bitmap/raster graphics and SVG format is vector based. Might work for simple geometric shapes though, provided some kind of export function allows raster to vector translation.
