Direct png to dll conversion does not make much sense and it's most likely not even doable given then nature of both file types.
What many users might actually looking for though is using PNG graphics for icons stored in some dynamic libraries. For this you have to actually look for software that work in icons, especially software that allow saving to icon .dll files. Most icon software however can only import .dll files and export to DLL is rare, with export to .ico being the preferable option.
It is also possible to create new .dll files with icons using Microsoft Visual Studio, but that of course requires knowledge of that system.
