You cannot produce 3D (stereoscopic) images from just any picture, so it is unlikely you can just simply convert a single .png file as .jps picture.
At best, you would need a special set of several PNGs from which you could create a "3D" like image. This technique usually just moves the background a bit to create 3D feel. Some graphics viewers and converters like the XnView MP can help you with this.
