Find a software converter able to convert png files to pages files.
You cannot exactly convert a random image (for example .png files) to (iWorks) Pages documents, BUT you can import the picture as an object to the document. This however, can be done only in the original Pages word processor. This is also what most online converters that advertise this conversion do, put the image in empty document.
Unfortunately, there is no detailed software record in the database for this conversion.
