There doesn't seem to be any easy way how you can convert random .rar archive to Android .obb package.
However, if the content in the .rar file is really for one of your apps (.apk), it usually means that there is .obb file inside the RAR archive. You will need to extract the .rar file first and then place it in the default obb folder on your SD card.

RAR
Files with rar extension are compressed archives made using any of the RAR or WinRAR compression utilities. Along with ZIP format, RAR format is one of the most common formats used and as such can be extracted by almost every archiving tool.
Files with rar file extension are also occasionally found as files in aa special Java JCA Resource Adapter module file format.
OBB
Files with obb extension can be usually found as special, encrypted archives for Android APKs that contain additional content, graphics, map packs, multimedia files and more. Common for all large and complex Android apps.
