Many audio or video recording file types use .rec suffix and it is likely that at least some of them can be converted to other multimedia formats, such as MPEG-4 (.mp4).

You can always try to load up your .rec file to some multimedia converter with broad file format support (for example, Freemake Video Converter) and see if it recognizes the format. Without identifying of the origin or actual format of the .rec format, it will be very hard to give information about some specific rec to mp4 converter.

In context of game replays, .rec files are used in Company of Heroes or Dawn of War titles from Relic Entertainment. As is typical for game replays, these files cannot be converted to video directly but have to be played using the game client and recorded with OBS, Fraps, or similar tool.

You can download many replays online, in case of CoH series from cohdb.com for example. To watch the replay you have to place it into the default playback folder (i.e. \Documents\My Games\Company of Heroes 3\playback) and use the in-game replay function to view the match.
