It is extremely unlikely that you can directly convert Revit Architecture template files (.rtf) to IFC format, which is what rtf to ifc conversion represent.

What you can of course do though, is to make a new designed based on the template and export finished content as .ifc file. In any case, Revit is the only tool that can use the .rft templates, which means you really do not have any alternative for this.
