If you are intended recipient of the .rpmsg file, you can open the file in Outlook or any other email client that supports Microsoft Restricted Permission messages.
If you are not the intended recipient of the message, then you won't be able to open, edit or convert these files to anything else, because that is pretty much the whole purpose of these protected messages.
