Find a software converter able to convert sai2 files to pdf files.
SAI2 format is only used in the Paint Tool SAI version 2 software and this file type is not be open-source. It does not seem very likely that it is supported in other graphics editor. The program itself allows export to standard bitmap pictures (.bmp) and also to few Photoshop formats, namely .psd and .psb graphicsmm but you should be able to print either of these to PDF format or just print it via virtual PDF printer in Print Tool SAI tool.
Unfortunately, there is no detailed software record in the database for this conversion.

Files with sai2 extension can be encountered as graphics made using the Japanese Paint Tool SAI version 2 software.
A pdf file extension is mainly used for Adobe Portable document format, commonly referred to as PDF. All programs that create some sort of documents or projects offer the possibility to export their format to PDF format. A free PDF viewer (Adobe Reader) is available for download from Adobe website.
Rarely, files with pdf file extension might also be found as preferences definition files for ArcView program.
