It looks like that only reliable way how to export .scdoc files would be to use the original program SpaceClaim, which is the tool that uses .scdoc files. SpaceClaim supports several other formats for output / exchange purposes and apparently it also support IGES format (.igs, .iges), so is natural option for scdoc to iges conversion.
