Possible software with support for converting of sec files to dwg file format.
It seems that only the original PRO/ENGINEER or its successor product Creo Elements/Pro can be used to export .sec files to DWG drawings. This is likely something like project export or similar procedure. Except for that, we do not know about any other possible sec to dwg conversion.
Unfortunately, there is no detailed software record in the database for this conversion.

Files with sec extension may also be found as secured "keyring" from the Pretty Good Privacy software. Contacts saved passwords.
Files with sec file extension may be also found as so called sketches, raster pictures generated from 3D parts in PRO/Engineer (now know as Creo Elements/Pro).
Files with sec extension are associated with a special file format. They are used by the SpecsIntact program.

DWG
Files with dwg extension are used for the original CAD format originally introduced in Autodesk AutoCAD. The latest version of DWG format is usuaually proprietary and can only be created in AutoCAD. Other CAD programs can usually import it but not create its proprietary form. Because of this, DWGs are often exported to DXF interchange format so that they can be seamlessly used in other CAD programs.
A dwg file extension is related to the BravoDRAFT an old CAD tool. A dwg file stores CAD drawing. It is not compatible with AutoCAD DWG format.
