How to convert Symbian installation packages files to Android installation packages (sis to apk).
There doesn't seem to exist any way how Symbian installation packages (.sis) could be converted to Android installation packages (.apk).
Mobile app developers commonly offer their apps for several platforms, so perhaps try to visit the developers website and check if the Symbian app is also available for Android.
However, a utility called SIS to JAR converter exists, which allows users to transform .sis files to .jar files. It is then possible to transform JAR packackes to APK files, using any of the available jar to apk conversion options.
