Possible software with support for converting of skb files to 3ds file format.
skb to 3ds conversion is almost certainly related to export of 3D content between SketchUp and 3ds Max, or import of said content to 3ds Max at least. This is actually covered under the skp to 3ds conversion, because SKP is the main format of SketchUp and SKB is the backup of it.
So in this particular case, you have to first recover the backup using SketchUp, before you can import it to another software or export to exchange format.

Files with skb extension are backups of .skp graphics files from SketchUp program. Just rename them back to .skp if you need to.
